I believe this issue is in all versions, multiplayer is definitely also missing in Android and iOS.
I've been wanting this since launch, I play TPA pass-and-play with my son sometimes, but not on SPA. I guess it's a lower-priority bug/feature, and I would rather have some of the other long-standing bugs fixed (not to mention Ghostbusters working properly), but it is something that the game should have IMO.

When did this happen?
I thought there was an option before you start the table to select the number of players, under game options or settings or something.
EDIT: Just realized you were talking about SPA...my bad.
