If you could previously start TPA v0.007 through v0.009 fine but are unable to do so in v0.010, there was a change in resolution indexing which is known to cause this issue. To resolve this issue, please delete your save game file (located in C:\Users\<UserID>\My Games\Pinball Arcade) and re-launch TPA. The game will launch at 640 x 480, after which you can set your resolution back to a more appropriate value for your display.
If you have followed this procedure, yet still experience crashing on startup, then please report it according to the bug reporting template.
