After looking at the DLC structure, this is what I'd like to see it changed to.

Table packs
Core table pack
Table pack 1
Table pack 2
Table pack 3
....
Table pack 21 (when it releases)

Season passes
Season 1 pass
Season 2 pass
Season 3 pass (when it releases)

Custom ball packs
Season 1 ball pack
Season 2 ball pack (when it releases - given that there was a season 1 ball pack, it's pretty much a certainty that there'll be one for season 2 now that we're moving on to season 3)
Eyeball
TZ ball
ST:TNG ball pack
T2 ball pack

New item - Pro Pass
This new item would grant access to all currently available and upcoming pro menus. This replaces the pro versions of table packs, the pro version upgrades and the pro season passes (thereby cutting down on the DLC duplication/confusion).

With this rework, Valve might let you put all the DLC on the Steam store under the base game like they did for Pinball FX2.

The Pro Pass will never happen, IMO. It is a limited price for a potentially infinite resource. By breaking the Pro access down into small compponent, either per pack pr per season then FS still get's to recoup on the labour required to implement the idea as it wasn't originally put in the game, and doesn't always work initially so needs extra labour after the fact.

Even with this idea there is still the possibility of buying the same DLC product 2x through different selections, which is what keeps it all from being in the store, afaik.

Either FS needs to sell everything Al A Carte, or in Seasons Packs, not with the 2 choices. It's because the 2 different choices have an overlap and player with less than stellar reading skills will click both and get no new content and complaint to Steam about their inability to read, this will backfire onto FS so rather than have inept player clicking wildly in the store, they have to do in in game where they can better see the things they will be "buying."

Where do i get this idea you say ... I read the Steam Forums after release. Give it a try.

Various other games run a season pass in addition to the individual DLC packs (Borderlands 2, Bioshock Infinite, the last two COD games and the last two Saints Row games immediately come to mind). This proves that the season pass idea can work.

The only reason for the overlap in this case is because the table packs aren't in the Steam store. The most likely explanation for this is due to the duplication caused by the pro versions and pro upgrades. If these (and the pro season passes) were replaced by my suggested Pro Pass, this duplication would be removed and the table packs could appear in the Steam Store (where you'd get a notification that you already owned the table packs in question if you went to that table pack's store page).

An addition to the Pro Pass could be to add the pro menu to all the tables. When you look at the menu, most of the functions would apply equally to all the tables (the only real issue would be the operator's menu but that option can probably be coded to not appear on tables that it doesn't support).
