Go to Control Panel-Ease of Access-Ease of Access Center-Make the keyboard easier to use. Then click Set Up Sticky Keys and uncheck Turn on Sticky Keys When Shift is pressed 5 times.
While you're in there, I would disable all the other accessibility keyboard shortcuts. The shortcut for filterkeys is holding the right shift key for 8 seconds... Pressing the left shift 5 times (stickykeys) is more common, but I could see it happening if you were to cradle a multiball. One of the first things I do when installing a new system is turn all that stuff off, I've never met a person who actually uses them, except for the high contrast mode.
